Greenpeace, with the ship the Argus meets the Aleksandritovyy, the Russian flagged reefer. She carries fish from three dodgy vessels and wants to offload her cargo in the Netherlands. With the new NEAC port state regime, offloading can only take place once the Dutch authorities have received confirmation from the flag state (in this case Russia) on the legality of the cargo. Greenpeace will look on if this control takes place.
One day later, on the 4th of may 2007 the Russian vessel is able to unload her cargo of cod fish after submission of the legal documents. Since may 1st 2007 new international rules apply to prevent illegal fishing. The fishing country itself has to prove that the cargo is legal.
